The conclusion I've come to is that Web designers are on the wrong side of the equation: they should be working on the browser, not the Web site. The original sin is Mosaic's default stylesheet; if it had been prettier, more functional, and useful out of the box, then we wouldn't have the urge to touch CSS like we have today.
But this also touches on the Web as a network of documents vs HTTP as a temporary application installation and runtime, as I've complained elsewhere.
